Social Promotion VS. Retention Abstract Social promotion and retention are used for various reasons. Retention is implemented when students have not met the general requirements to begin the next grade. The question that will be addressed is how do social promotion and retention differ? The overall meaning of both will be addressed to give the reader a better understanding of the two. Social promotion is the practice of promoting a student to the next grade level even if the minimum academic factors have not been satisfied. Retention is the approach that is most widely practiced. This is the retention of a grade to reinforce academics. The pros and cons, staticââ¬â¢s, and drop out rates will be discussed. All of these factors will be addressed so that the reader can be aware of the opinions on the issues. This critical issue of Social Promotion and retention is a hard one to figure out. Exactly what is social promotion? Social Promotion is the practice of promoting students to the next grade level regardless of their academic progress. How serious id this issue? It is so serious that California, Delaware, South Carolina and Wisconsin have all passed laws forbidding the practice and in effect requiring schools to reinstate retention. What exactly is retention? It is the practice of holding back students to repeat a grade if they have not successfully met the requirements to go to the next grade level. This has been the practice of school systems for many years and The National Center for Education Staticââ¬â¢s show that 16.8% of seniors have repeated at least one grade. Anne Robert Jaques Turgot and His Relevance to the French Revolution :: essays research papers fc
Introduction Anne Robert Jaques Turgot, baron l' Aulne, was born in Paris on May 10, 1727 to a noble French family of Normandy. Following in the footsteps of his ancestors, who had furnished the state with numerous public officials, Turgot would achieve public renown as Intendent of Limoges and later as Controller General of all France. Although Turgot ended his public career in unfortunate circumstances, being dismissed by Louis XVI for ineffectiveness, his political theories became a major influence in the remaining years of the Old Regime. The depth of Turgotââ¬â¢s economic thought was not recognized at the time because it largely went against what the ruling aristocracy wanted to hear. His clairvoyance is much more fully noted in light of the last two centuries. Furthermore, Turgot was one of the Kingââ¬â¢s last controller-generals before the French Revolution ended the monarchy. When his political and economic ideals are considered against this backdrop their importance as well as thei r contradictory nature become apparent. Turgot's main contribution to economic theory is his Reflections on the Formation and Distribution of Riches. Apart from this short but highly systematic account of the nature of economic development, Turgot's other relevant writings are sparse and far from cohesive. Since this paper will consider his economics with regard to his political thought, only Turgotââ¬â¢s theories on the nature of government influence, free trade, and taxes will be examined. Furthermore, an explanation of Turgotââ¬â¢s theory on administration will be provided. In gaining an understanding of Turgotââ¬â¢s political and economic thought a powerful example of the problems that manifested themselves in the revolution is provided. Turgot was the model of an enlightened, reform-minded administrator and this may be glimpsed in the liberality of his economic ideas. However, while he certainly advised reforms in administration, they were simply intended so that the King could more effectively centralize pol itical power. Laissez-Faire and Free Trade: As a young man Turgot was very close to Claude Marie Vincent, the Marquis de Gournay. Vincent was not only a friend but also Turgot's mentor in economics and administration. It is in tribute to Vincent that after his death Turgot developed his ideas on laissez-faire government in a paper called, the "Elegy to Gournay" (1759). Within this paper Turgot condemns the foolishness of mercantilist regulation of industry while expounding the benefits of free domestic and foreign trade following from the presence of free exchange. In a detailed analysis of the market process, Turgot writes that self-interest is the prime mover in the market process and that in a free market the individual interest must always coincide with the general interest.

Ryanair: Its Vulnerability and Exposure to the Environment
Ryanair: Its vulnerability and exposure to the macroeconomic environment Business vulnerability is a measure of how susceptible an organization is to external events and the possible consequential impact on its business costs and profits. In this essay, I will assess the vulnerability of Ryanair and its degree of expose to macroeconomic shocks. I will also analyse Ryanairââ¬â¢s performance since 2000 in comparison to its rival BA, as well as their strategies in how effective they are in raising profits and minimizing their exposure.Ryanair is a low cost Irish airline and one of the most profitable in the airline industry. However, it can be seen as vulnerable and exposed to macroeconomic shocks. To a degree this is due to Irelandââ¬â¢s openness. A firmââ¬â¢s average total cost curve (shown below) and the steepness of it can express the firmââ¬â¢s vulnerability. The steepness of the curve is mainly determined by the scale of fixed costs and as a result, those firms will experience more volatility in their financial performance. (Ryanair, 2008, p. 3) The latest Chairmanââ¬â¢s Report released by Ryanair reports on the effect of fuel prices: ââ¬Å"The high and rising price of fuel is of major concern to Ryanair and the entire aviation industry. Last year our hedging programme delivered fuel at an average cost of $65 per barrel. Today we are facing prices of approximately $130 a barrel. Ryanair has responded to these higher oil prices by reducing costs across all other areas. â⬠(Ryanair, 2008, p. ) They are also exposed to fluctuations in foreign exchange rates, the extent to which they made a loss of over â⠬5m due to changes in the American dollar and British Sterling exchange rates against the euro. This exposure can be minimized by hedging with financial derivatives. Even though Ryanair incur costs that they have little control over such as fuel, ââ¬Å"there are others that will influence the costs per seat-km flown that they can influence. These include aircraft utilisation, aircraft turnround times, seat pitch, the use of fewer crew and cheaper secondary airports, along with direct selling and paperless ticketing. (Pitfield, D. E. 2007, p. 77) These factors all form a part of Ryanairââ¬â¢s strategy to penetrate the market further and reduce its vulnerability by exploiting market imperfections. ââ¬Å"Ryanair has responded to these higher oil prices by reducing costs across all other areas. A company wide pay freeze was implemented and redundancies have been suffered at our Dublin call centre. Significant cost reductions have also been achieved on airport, maintenance, and handling contracts, an d we will benefit from the addition to our fleet of cheaper and more fuel efficient aircraft.We have also increased our charges for baggage and airport check-in as we continue to encourage passengers to avail of web check-in and travel with carry on luggage only. â⬠(Ryanair, 2008, p. 4) They have even gone as far as planning to close down their check-in desks and the possibility of charging passengers to use the on-flight toilet facilities. Source: Ryanair Annual Reports Ryanair is one of the largest airlines in terms of passenger numbers (REF) and has continuously grown in size and value over time as shown above.The extent of such an expanding firm is conveyed over the last eight years as Ryanairââ¬â¢s profits have more than quadrupled. However, there have been drops in profits in 2004 and 2008. In 2004, the airline was hugely affected by the conflicts in Iraq, the renewed threat of terrorism and endless increasing oil prices. However, in this same period, Ryanair managed to launch new bases in Rome and Barcelona, launch 73 new routes, takeover their competitor Buzz for a knock-down price and carry more passengers than BA in the European market.The reason for the decrease in profits in 2008 was due to increases in fuel prices and significantly increased airport charges, particularly at their largest bases at Stansted and Dublin. British Airways, a competitor to Ryanair, has reviewed its short-haul operations and is planning to spend a portion of its marketing budget promoting shorter haul flights. However, they believe that services such as in-flight refreshments and business class seats are expected by their customers, and intend not to cut back on these services but focus on this differentiation and thereby create market imperfections.In the journal article titled ââ¬Å"Easyjet and Ryanair flying high on the Southwest modelâ⬠, Chris Avery, an analyst at JP Morgan, believes that the answer to the threats from low cost airlines by BA has been p erfect. They acknowledged that they were no longer the publicââ¬â¢s favored provider and have taken measures to, not only, protect their primary market, but also to learn from their rivals. With BAââ¬â¢s key financial figures reported in British pounds and Ryanairââ¬â¢s in Euros in their respective annual reports, there is difficulty in comparing them. Nevertheless, I will look at other key statistics. (Ryanair, 2008, p. ) Looking at the figures above, one can see that Ryanair charges passengers considerably lower, including no fuel surcharge. This is one for Ryanairââ¬â¢s USP and such low costs form a barrier for new entrants. Source: Mintel From above, one can see that Ryanair have the second largest number of active aircraft behind BA. Nevertheless, if the average age of the fleet is taken into account, Ryanair has one of the largest young fleet. However, one canââ¬â¢t disregard the different sizes of the two firms.Since British Airways is a larger firm compared to Ryanair and offers different services, as well as owning a larger fleet of aircrafts, it may be more greatly exposed to the external environment. To be able to manage these uncontrollable external shocks, Ryanair needs to reduce its vulnerability and exposure to the market. To do this, its total cost curve needs to become gentler (and like a ââ¬Ësaucerââ¬â¢ as shown on page 2). This can be explained by reducing the airlineââ¬â¢s fixed costs and that a downturn in demand will cause profits to fall but not as much as previously.Also, with the average fare being â⠬22 cheaper than its local rival Easyjet (see page 5), Ryanair could raise their price and still retain their customers. However, below the k ink, demand is relatively inelastic because all the competitors will introduce a similar price cut which would eventually lead to a price war. Consequently, the optimal output is that at the kink. Ryanair have decided to offer ââ¬Å"all passengers on all routes their lowest fare guarantee.On those very rare occasions when passengers find a lower promotional fare on a competitor airline for a similar itinerary then we will happily refund them double the difference. â⬠(Ryanair, 2008, p. 6) This ensures customers, especially in a downturn were consumers are looking for the cheapest prices. Consequently, if Ryanair want to achieve supernormal profits, they need to erect barriers to entry and make the airline industry non-contestable. Such barriers can be placed by enhancing Ryanairââ¬â¢s current supply chain.For example ââ¬Å"by solely operating Boeing 737 jets Ryanair can keep training, maintenance and operating costs in check. In January 2003 a massive order for 100 of the latest 737-800 variants worth $6 billion was announced in response to the airlineââ¬â¢s escalating success. â⬠(Anon. 2004, p. 5-6) This is unlike its competitors who have more than one type of aircraft. Also, they could try and offshore the administrative side of the organisation to reduce their costs, as well as invest less in advertisement and try to offer more services to compete against BAââ¬â¢s new proposed plan and to differentiate themselves further.Such differentiating ideas include launching a new all-frills airline for flights to USA. Furthermore, since Ryanair has received previous criticism, they could strengthen the barriers by investing in the brand. Their competitors are forced to incur the same costs to build their brands to contest the industry, as well as new entrants. This reduces market contestability and enhances profits. However, the Venice route also looks closer in character to the other northern European destinations in that although the initial market penetration is good, it does not grow as rapidly as GOA or PSA. This is almost certainly because of the competition offered by easyJet from STN to VCE. It seems that where competition is less and a dominant market role is achieved, large market shares can be achieved.The resulting market share is less if there is more competition. â⬠(Pitfield, D. E. 2007, p. 79) Consequently, to mediate this threat against opposition, Ryanair could analyse their current routes and maybe switch from more competitive routes to those that are currently non-existent, for example, Norway. Finally, to increase its market share, Ryanair could seek to takeover a competitor. Having successfully taken over Buzz in 2003, Ryanair have mixed experiences with this strategy with two unsuccessful attempts to takeover Aer Lingus in 2006 and 2008.In the latter case, the approach was rejected due to valuation and competition grounds: ââ¬Å"an aviation monopoly would not have been in the best interests of Irish consumers. â⬠References Anon. A Diamond Personality – Oscar Rodriguez
Ask Oscar Rodriguez about the dot-com burst and he may grin at you as if to say, ââ¬Å"What burst?â⬠Rodriguez, a 38- years-old entrepreneur, owns an Internet business that sells loose diamond to various buyers. Business is booming for Rodriguez, In 2004, he has sales of $2.06 million-a 140 percent increase from 2003. Rodriguezââ¬â¢s database of almost 60000 diamonds is one of the largest and is valued, according to Rodriguez, at over $350 million. Needless to say, Oscar Rodriguez is optimistic about his business venture. The future wasnââ¬â¢t always so bright for Rodriguez, however. In 1985, Rodriguez moved from his country, Puerto Rico, to Gainesville, Florida, with little ability to speak English. There, he attended community college and worked at the local mall to support himself. After graduation, his roommateââ¬â¢s girlfriend suggested that he work at a local jeweler. ââ¬Å"I thought she was crazy. I didnââ¬â¢t know anything about jewelry,â⬠says Rodriguez, who took her advice. Though he worked hard and received his Diamonds and Diamonds Grading certification from the Gemological institute of America, he wasnââ¬â¢t satisfied with this progress. ââ¬Å"I quickly realized that working there; I was just going to get a salary with a raise here and there. I would never become anything. That drove me to explore other business ventures. I also came to really know diamonds-their pricing and their quality.â⬠In 1997, tired of working for someone else, Rodriguez decided to open his own jewelry store. However, business didnââ¬â¢t boom. ââ¬Å"Some of my customers were telling me they could find diamonds for less on the Internet. It blew my mind.â⬠Rodriguez recognized an opportunity and began contacting well-known diamond dealers to see if they would be interested in selling their gems online. Roriguez recalls one conversation with a prominent dealer who told him, ââ¬Å"You cannot sell diamonds on the Internet. You will not survive.â⬠Discouraged, Rodriguez then says that he made a mistake. ââ¬Å"I stopped working on it. If you have a dream, you have to keep working harder at it.â⬠A year later, Rodriguez did work harder at his dream and found a dealer who agreed to provide him with some diamonds. Says Rodriguez, ââ¬Å"Once I had one, I could approach others. Business started to build. The first three months I sold $200,000 worth of diamonds right off the bat. And that was just me. I started to add employees and eventually closed the jewelry store and got out of retail.â⬠Although Rodriquez does have some diamonds in inventory, he primarily acts as a connection point between buyers and suppliers, giving his customers an extraordinary selection from which to choose. Rodriguez is now a savvy entrepreneur, and his company, Abazias.com, went public in October 2003. Why is Rodriguez successful? Just ask two people who have known Rodriguez over the years. Gary Schneider, a realtor who helped build Rodriguezââ¬â¢s building, says, ââ¬Å"Oscar is a very ambitious young man. I am not surprised at all how successful he is. He is an entrepreneur in the truest sense of the word.â⬠One of Rodriguezââ¬â¢s former real-estate instructors, Howard Freeman, concurs. ââ¬Å"I am not surprised at all at his success,â⬠says Freeman. ââ¬Å"Oscar has always been an extremely motivated individual with a lot of resources. He has a wonderful personality and pays close attention to detail. He also has an ability to stick to things. You could tell from beginning that he was going to persevere, and I am proud of him.â⬠Rodriguez is keeping his success in perspective, but he also realizes his businessââ¬â¢ potential: ââ¬Å"I take a very small salary, and our overhead is $250,000 a year. I am not in debt, and the business is breaking even. I care about the company. I want to keep everything even until we take off, and then it may be another ball game.ââ¬
